Work has continued on project design and project evaluation for various clients, plus continuing operations and financing packages for rural agri-industry.

Keith Hay  worked for the World Bank in Indonesia during October and November, 2006 on the implementation of pilot projects to provide easily accessible rural telecoms networks. These will allow under-served and un-served villages in Sumatra, Central and Southeast Sulawesi, West Timor [Kupang], and on some East Indonesian islands, to gain signal access to national cell phone networks, with the assistance of 'smart subsidy' funding from the Global Partnership for Output Based Aid.

Professor Hay completed his telecoms assignment for the World Bank in Cambodia, and earlier in PDR Lao, during summer 2006. This work involved designing rural telecoms networks that are affordable and acceptable as Global Partnership-Output Based Aid candidates. Hay also completed his Operations Review of ECEMP III [Eastern Caribbean Economic Management Program] for CIDA at the end of February 2006, with a strong recommendation that this very cost-effective project attract continued Canadian aid support.

During December, 2005 Keith Hay will be consulting with the World Bank on issues concerning the provision of telecoms services in rural Cambodia and Lao PDR

 

Keith Hay has returned from a mission for CIDA in September 2005, undertaking an Operations Review of the long standing Eastern Caribbean Economic Management Program III in the OECS states,working with Mr George Goodwin of Antigua.

 

Undertaking a Mission to Bangladesh in early 2005 on behalf of the Canadian International Development Agency, Keith Hay is serving as Senior Micro-Finance Specialist and contributing to the consideration of new initiatives to reach the Very Poor and Small Farmers and other Micro-Enterprises through innovative support mechanisms for the well established system of Micro-Finance Institutions in Bangladesh.

Econolynx has continued its trade development and telecom WiFi consultanticies throughouth 2003

Trade Policy in the Commonwealth Caribbean (Keith Hay and Anthony Gonzales) was a key focus early in the year, followed by work on the FTAA Strategy and Outcomes (Keith Hay); then work for SlovakAid - CIDA- ODACE in Bratislava and Belgrade preparing a Country Strategy Paper for ODA (Keith Hay). A technical report on VSAT; WiFi and software choices for SkyPost tm - SONAPOST, Burkina Faso was completed in November 2003 (Shanker Rao and Keith Hay)

A Business Plan for Ontario East E-Learning Centre was submitted recently for client consideration.

Further trade, development, e-learning and telecoms/WiFi work is in view.
